About People in Peril

People in Peril (previously known as People in Need Slovakia) is a Slovak non-profit organization, providing direct support to those affected by conflicts, natural disasters or poverty to live dignified lives in inclusive societies. People in Peril was founded 1999 by a group of journalists moved by their experience of the devastating consequences of the conflict in Kosovo on civilians. Since then, we have been responding in sudden emergencies and supporting the long-term development of communities and societies in Slovakia and worldwide. Currently, People in Peril is one of the major humanitarian actors in Slovakia responding the Ukraine crisis both in Slovakia and across border in Ukraine.

From 2016-2023, we operated as a member of the People in Need network operating from Central Europe. After a significant increase in our capacities following the response to the Ukraine humanitarian crisis, we altered our affiliation with People in Need Czech Republic in 2024 and are continuing our operations under the name People in Peril. Our aspiration is to become a member of the European humanitarian NGOs family implementing principled aid in humanitarian crises worldwide, with a focus on restoring social cohesion, livelihoods and well-being of populations affected by forced displacement.

Purpose of the position

The Advisor is responsible for further developing our monitoring, evaluation, accountability and learning systems and processes to be in line with global MEAL standards and is responsible for tracking the progress, measure impact, and promote continuous improvement within the PIP programmes: primarily our Relief and Development Programme abroad, but also our Social Inclusion and Global Education programmes in Slovakia. The Advisor’s MEAL expertise in data management, evaluation methodologies, and learning frameworks will be essential in ensuring the programmes' success.

The Advisor also supports the systematic institutional funding identification and application, contributes to the submission of high quality and competitive project proposals and supports PIP’s alignment with international standards and best practices (such as through policy development and training).

Key Duties and Responsibilities:

Further develop and implement MEAL systems:

1.       Develop and operationalize logical frameworks, M&E/MEAL plans, data collection tools, processes for data management, feedback approaches, quality checks, audits, and data visualization;

2.       Collaborate with programme stakeholders to ensure MEAL systems align with program objectives, outputs, and outcomes;

3.       Ensure clear processes and protocols for data collection, analysis, and reporting, ensuring accuracy, reliability, and timeliness;

4.       Promote the use of innovative approaches and technologies for data collection, analysis, and visualization.

Coordination of MEAL activities

1.       Implement and regularly update the MEAL strategy and support development of MEAL country strategies;

2.       Regularly update the MEAL work plan that includes all ongoing projects and planned MEAL activities;

3.       Develop and oversee the implementation of appropriate data collection and analysis tools, methodologies (survey questionnaires, focus groups, key informant interviews, etc.) and data/information dissemination/use plans;

Coordination and Development of MEAL staff

1.       Ensure that the MEAL staff understands and is able to carry out its role and responsibilities;

2.       Ensure a positive work environment and good team dynamics;

3.       Identify training needs for the MEAL staff and coach, train, and mentor MEAL staff with the goal of building technical capacity and sharing knowledge within the MEAL team;

4.       Support the recruitment of key MEAL staff, lead on their induction;

Capitalization

Oversee the beneficiary Complaint, Feedback and Response Mechanism

1.       Evaluate and monitor the functioning of the beneficiary Complaint, Feedback and Response Mechanism (CFRM) in line with global standard CFRM procedures;

2.       Ensure that beneficiary complaints/returns are properly captured, analyzed, addressed and processed in a timely manner and used by the Program and Coordination teams;

3.       Oversee proper management of the CFRM central database;

4.       Work to ensure that PIP staff, partners and contractors understand and are skilled in the procedures of the CFRM.

Contribute to submission of high quality and competitive project proposals for international institutional donors 

1.       Contribute to identifying new funding sources in line with the PIP programmatic strategy and institutional fundraising strategy;

2.       Standardize common sections of grants to reduce need for new drafts, support with grant writing as needed;

3.    Review international donors’ project submissions on logical consistency, fulfillment of donor requirements and language;

4.       Provide advice, guidance and capacity building on project development as needed;

5.       Track project applications and monitor progress towards institutional fundraising goals.

Support alignment with international standards and best practices, with a view of international certification

1.       Provide advice, guidance and capacity building on improvement of alignment with international standards;

2.       Collaborate with internal and external stakeholders on development and implementation of guidelines, policies and processes;

3.       Support international certification processes;

 Performs any other tasks as required.

The successful candidate:

1.       Has a higher education (master) suitable for the position that embraces research and analysis;

2.       Has at least 3 years of experience in humanitarian sector, including international experience;

3.       Has at least 3 years of experience in leading MEAL with experience in programmes or projects, preferably in international development and humanitarian contexts;

4.       Has strong understanding of MEAL principles, tools, frameworks and methodologies including experience with quantitative and qualitative data collection and analysis;

5.       Has proven analytical, problem-solving, and report writing skills;

6.       Has proficiency in using statistical software and data visualization tools such as Kobo, as well as proficiency with Microsoft Excel, Power-BI or other similar software;

7.       Has demonstrated ability to coordinate teams and build capacity within a team;

8.       Has strong understanding of accountability and proven ability to oversee Feedback Systems;

9.       Has experience working with government agencies, donors, and other stakeholders in the humanitarian and development sectors;

10.   Has experience with international donors’ funding mechanisms, proposal development, and donor engagement;

11.   Has passion and drive to contribute to institutional development;

12.   Has ability to work under pressure;

13.   Is fluent in written and spoken English (C1) knowledge of other languages is an asset;

14.   Has good interpersonal and communication skills;

15.   Is available for short travels.
