Under the overall guidance of the Head of Office (HoO), and the direct supervision of the Migration Information Centre Manager and the Coordinator for Legal Services, the incumbent will be responsible for legal counselling within the services of the Migration Information Centre (MIC) in selected regions, supporting the effective inclusion of migrants in Slovakia.
Core functions / Responsibilites:
Provide information and conduct individual counselling sessions on legal matters, particularly relevant to extension of legal stay in Slovakia (e.g. residence, migration and asylum procedures, rights and obligations, family reunification). Conduct initial assessment of needs and provide background information for individual cases of beneficiaries.
Establish daily communication with competent authorities (Foreign police, Labour Office, local municipalities) to facilitate full support of the cases and provide accurate information to the beneficiaries.
Provision of oversight of MIC legal services in selected regions of Slovakia including liaison and networking opportunities to facilitate legal protection, access to public services and authorities;
Advise and assist social rights-related caseload matters, (e.g. registration, applying for social support, housing, employment, medical services, other personal needs),
Organize focus group discussions and awareness-raising sessions on protection issues linked to legal rights, obligations and violations thereof (e.g. labour law, family law, etc.) in synergy with the protection staff.
Support (where applicable) the information units envisaged by the current legislation.
Prepare records on individual cases, performs case management and maintain client’s folders;
Monitor websites for updates and new legislation with regards to labour mobility;
Assist in elaboration legal analyses and statements to relevant laws and other legal documents;
Collect and regularly update relevant data and legal documents in a database of information related to inclusion of migrants in Slovakia;
Assist in preparing training materials on labour mobility in Slovak and English;
Assist in development of information materials and other supporting documents for target groups;
Monitor and assist in updating the MIC website, including insertion of updates, communication with website service provider;
Assist in preparation of various visibility materials in form of presentations, photos, articles, short films or others;
Organize outreach activities towards the private sector, educational and research institutions, trainings and consultations;
Assist in preparation of events, reports, briefings, background information, narratives and statistical analysis as necessary and required;
Gather and archive data, information and supporting documentation necessary for the project implementation;
Assist in evaluation and reviewing of the project progress;
Assist in the preparation of periodic and final reports to the donor, including filing and preparation of supporting documentation;
Perform other related duties as assigned
Required Qualifications and Experience:
Education:
Bachelor’s degree in Law or related fields from an accredited academic institution with 2 years of relevant professional experience;
or;
Completed Master’s degree from an accredited academic institution in Law with 1 year of relevant professional experience
Experience:
Experience in migration Law;
Experience in preparing legal documents;
Experience in writing and editing articles;
Experience in project administration;
Experience in preparing presentations;
Experience in working with migrants, refugees, internally displaced
persons, victims of trafficking and other vulnerable groups is an advantage;
Experience in developing and implementing project activities related to migration issues is an advantage.
Languages:
Fluency in English and Slovak is required. Working knowledge of Ukrainian and/or Russian is highly desired.Fluency in other official IOM languages (Spanish, French) is an advantage.
Skills
Strong written and verbal communication skills and ability to effectively communicate with a team;
Excellent orientation in social, labour and migration law of the Slovak Republic and human rights law;
Driving licence B.
