Job description



The Shelter Manager will oversee the implementation of shelter improvements and housing, manage the Shelter Programme Team, and coordinate the shelter and NFI activities. He/she/ they will oversee the Shelter strategy, implement the programme planning and adjust PIN SK activities in line with the developments in the field. The role includes cluster representation at national and local level, communication with local and international partners and coordination of our activities with other partners operating in the same area.




Activity Planning, implementation and development

·         Designing and proposing adjustments to the Shelter programme and activities according to the needs of beneficiaries, as well as cluster recommendations and in cooperation with national and international partners

·         Managing assigned shelter projects to meet programme objectives within the budget and allocating timeframe

·         Provision of strong leadership of the assigned shelter projects, working to ensure short and long-term positive impacts and outcomes for the beneficiaries

·         Regular field visits to the sites of PIN SK Shelter intervention and monitoring the development of shelter activities, overseeing technical design and execution and evaluating progress using both qualitative and quantitative data

·         Implementing appropriate and effective shelter strategies in line with the overall goal of the mission

·         Ensuring beneficiaries’ participation and accountability

·         Developing new proposals and strategies


Representation, Coordination and Reporting

·         Participating in national and local cluster meetings

·         Participating and initiating when appropriate the meeting with other partners and local authorities to ensure better coordination and implementation of shelter activities

·         Developing assessment reports for shelter programme in cooperation with the monitoring and evaluation department


Team management

·         Managing a small team of 4-6 persons, including external technical consultants

·         Facilitating regular meetings to ensure information flow, that all team members are aware of project activities and current work plans

·         Staff supervision in order to develop ownership and full responsibility for shelter activities

·         Assessing the training needs of shelter staff and ensuring that adequate training is delivered


Financial management

·         Managing the shelter budget for the assigned projects and ensuring that all expenses and procurement follow the organisational objectives and rules

·         Collaboration with the Logistics and Procurement team

Who are we looking for

·         Minimum 3 year of relevant professional experience related to humanitarian work with preference on Shelter, NFI and FSL

·         Advanced university degree in international relations or social science field, or comparable experience

·         Problem solving and analytical skill within a humanitarian setting

·         Good numerical, report writing and understanding of project cycle management

·         Good management capacities

·         Ability to take the initiative in project decisions

·         High-level of knowledge and practice with Word, Excel, Outlook, etc. required

·         Excellent organizational skills and ability to determine priorities and respect deadlines

·         Willingness to travel to the field.

·         Able to work well both within a team and independently, remaining flexible in a challenging and fast-moving multicultural environment

·         Clear communication, presentation style, good interpersonal and diplomatic skills essential

ABOUT PEOPLE IN NEED SLOVAKIA People in Need Slovakia (PIN SK) is a Slovak non-profit organisation, providing direct support to those who suffer the consequences of war, to victims of natural disasters, or those living in poverty on the margins of society. Currently, PIN Slovakia is one of the major humanitarian actors in Slovakia responding the Ukraine crisis both in Slovakia and across border in Ukraine and we are looking for senior humanitarian professionals to help PIN Slovakia’s response to the escalating situation. PIN SK has been active in eastern Ukraine along the ‘Line of Contact’ since 2014 in the fields of WASH, Shelter, psychosocial support or winterisation. Currently, our humanitarian programme in Western Ukraine focuses on psychosocial support, food security and livelihoods, shelter and non-food items.
