Accessibility solutions of the components of the „Unified Design Manual for Electronic Services and Web Sites“ IDSK in selected application environments

Digital accessibility is key to the inclusion of disabled people and seniors in present society. In Slovakia, 335 928 people with disabilities and 957 012 seniors face barriers when using digital products and services. European Directive 2016/2102 and the Act No. 95/2019 define accessibility standards for public bodies’ websites and services, so that they must be designed in accordance with the European standard EN 301 549, which is based on the web content accessibility guidelines WCAG 2.1. To unify user experience in the provision of electronic services, a Unified Design Manual for electronic services and websites IDSK has been developed in Slovakia, based on the design manual of digital services of the United Kingdom, GOV.UK Design System. In the research, we tested the accessibility of 81 variants of IDSK web components and 58 variants of their implementations for the WordPress content management system. The results showed that 40 variants of IDSK web components and 30 variants of web components designed for WordPress showed noncompliance with WCAG 2.1. Using the same methodology we tested their corresponding components of the GOV.UK Design System, from which they were derived. The results confirmed full compliance of GOV.UK with WCAG 2.1. Accessible components are the building blocks of websites and digital services and are a prerequisite for building accessible information systems. Aspects of Accessibility of Content Management Systems

Accessibility is the foundation of an inclusive modern digital society, allowing to provide equal access to information and services as well as equal opportunities. There are 332 995 people with disabilities and further 932 024 seniors in Slovakia, who feel the impact of a digital divide. Despite over a decade of national and EU legislation requiring accessible websites and services, W3C standards on accessibility, their implementation so far has failed. Modern, decoupled content management systems (CMS) offer huge potential for building accessible interfaces in form of suitable display templates and are independent of devices or assistive technologies. In the conducted survey, 98% of the websites of Slovak public bodies used CMS (leading WEBY PORTAL – 22% and WordPress – 12%). In the EU, the leader within public bodies was Drupal (25,2%). For a CMS system to meet accessibility criteria, it has to be able to display content using fully accessible templates. It also needs to proactively control and help editors publish content in an accessible form, through contextual information in the process of publication.
